Generally, no. While we do understand that being separated from a family companion is upsetting, most cats who climb up into a tree generally find their way down on their own and in a healthy condition. Many cats that climb into the safety of trees do so because they are frightened. These frightened animals generally will not allow unfamiliar firefighters to pluck them out of the tree. If you live on a flag lot or your house is some distance from the nearest street, then most probably you live on an established fire apparatus access road. The Lewiston Fire Department asks that you check the current condition of your fire apparatus access road.

According to the Idaho Driver’s Manual, when you hear an emergency vehicle, such as a fire truck, police vehicle or ambulance, you must immediately drive as close as is safely practical to the right-hand edge or curb of the road, clear of any intersection, and stop. Remain stopped until the emergency vehicle has passed.

Our fire companies work 24-hour shifts, which means they eat, sleep, and work at the fire station for 24 hours at a time. They may need to go to the grocery store to purchase food to prepare meals for the day. Because they must be able to respond to an emergency incident at any time, the crew is required to stay together, close to their apparatus, and be prepared to deploy immediately, even from the grocery store, if they get a call.
It is critical that a firefighter’s mind, body, and spirit are able to operate at peak performance in a moment’s notice. The nature of the occupation demands a great deal of physical strength and stamina. As such, firefighters are encouraged to spend approximately one hour each day (on and off duty) exercising. While exercising, the firefighter is still prepared to respond at a moment’s notice to any emergency that may arise.
In a medical emergency, time is of the essence. Each fire engine has all of the capabilities of an ambulance with the single exception of patient transport to the hospital. In most cases, an engine will arrive on scene prior to the ambulance. Life saving medical assistance can begin immediately in preparation for the arrival of the ambulance and subsequent transport to the hospital. In addition, during complicated medical emergencies, the paramedic from the fire engine will assist the ambulance crew during transport, increasing patient care while en route to the medical facility.
The Home Repair Program provides federal funds to assist eligible residential property owners located within the City limits to undertake home repairs and improvements. These improvements can range from minor repairs and painting to substantial roof and structural renovations on houses that are in serious disrepair.
Eligible residential property owners within city limits apply for the Home Repair Program. Eligibility is restricted to total household incomes which do not exceed 80% of the Area’s Median Income (AMI). This income range is determined by the Department of Housing and Urban Development (HUD) for the Lewiston, ID - Clarkston, WA metropolitan area and is adjusted every year. Applications are received and reviewed on a first-come, first-served basis, and are compared to determine the priority of the cases. Since funds are limited, applications selected must meet the objectives of the program and will be prioritized based on the greatest need, the income and age of the family, any special needs of the household, and the estimated cost of the rehabilitation project. When an application is received, it is reviewed by staff to determine basic eligibility for income, location, and general feasibility. An appointment is made with the owner for a preliminary inspection of the house to determine the rehabilitation needs of the structure.
Once a project is accepted, an Inspector will conduct an inspection of the home to determine eligible repairs and generate a work write-up. The work write-up is reviewed by the applicant and used to select a contractor. An agreement and lien are prepared, to be signed by the owner, and the project can proceed.
Any residential homeowner whose principal home is located within the city of Lewiston and who meets the income requirements can apply for rehabilitation assistance.

An individual Home Repair Program loan to an eligible household may not exceed $25,000. Home Repair loan amounts are to be determined based on the bids received according to the project work write-up, which is developed following discussion with the applicant and initial inspection. Loans are subject to a total allocation of funding received from the Department of Housing and Urban Development (HUD) and further allocations made by the Mayor and City Council each year.

If your total household income is in the range of extremely low, as classified by the Department of Housing and Urban Development (HUD), you may qualify for a forgivable loan. A forgivable loan is a form of a loan in which its entirety, or a portion of it, can be forgiven for a period of time when certain conditions are met. There will be a lien, signed by the homeowner(s), placed on your home for the amount used. The terms of the forgivable loan will be determined by the amount of the project. The lien will be released upon conditions being met.
If your total household income is in the range of low, as classified by HUD, you may qualify for a no-interest deferred loan. A no-interest deferred loan is a 0% interest rate with no monthly payments once the rehabilitation work is completed. There will be a lien, signed by the homeowner(s), placed on your home for the amount used. Payment in full is required if you transfer ownership, sell, refinance, pass away or otherwise cease to occupy the property as your primary residence. The lien will be released upon payment in full.
If your total household income is low moderate, as classified by HUD, you may qualify for a low interest deferred loan. A low interest deferred loan has a 3% interest rate with no monthly payments once the rehabilitation work is completed. There will be a lien, signed by the homeowner(s) placed on your home for the amount used. Payment in full is required if you transfer ownership, sell, refinance, pass away or otherwise cease to occupy the property as your primary residence. The lien will be released upon payment in full.
Work selected for rehabilitation funds must be completed within six consecutive months (180 days) of approval of the work write-up and execution of the contract unless extended by approval of the Community Development Director. When all work is completed, the Inspectors will inspect the work and, upon approval, the final payment will be released.

It is important if you are expecting books or have called for books to be returned to the library that you keep the scheduled time appointment for the pick up service. Burial plots can be purchased before they are needed, but opening/closing costs cannot be pre-paid.
On a standard adult plot, headstones can be up to 4 feet wide and up to 2 feet deep, which must include a 6 inch concrete border around the headstone. There are no height restrictions on a headstone. Prior to ordering a headstone, contact the Cemetery Office to ensure appropriate sizing for a specific plot.
A Planting Application (PDF) must be filled out and approved by the Parks and Recreation Director, or his/her designee, prior to planting. All plantings must be done in the headstone row and on the individual’s plot. This should be considered when ordering a headstone, and a smaller headstone should be requested if a planting is desired.

The City has the authority to remove any flowers, trees, shrubs, or plants, as soon as they become unsightly, dangerous, or diseased, or when they do not conform to the standards maintained by the City. Complete the form and return it to the Police Department in person, via U.S. mail, fax (208-746-6179) or by email. The request will be sent to the City Attorney’s Office for review and you will be notified where and when to pick up the report or the reasons for denying your request. This process usually takes anywhere from two days to one week.
Please do not request a police report using this process if you are an attorney representing a client in a misdemeanor or infraction matter. In those cases, the City Attorney’s Office will respond to your Request for Discovery pursuant to the Idaho Criminal Rules.

The Lewiston Police Department does accept unused prescription drugs for disposal. The Investigations Section placed a prescription drug turn in box in the lobby of the Police Department for use by the public. The idea behind the prescription drug turn in box is to allow for the safe disposal of unused medications. Proper disposal keeps medications from contaminating our waterways (flushing them down the toilet) and more importantly out of the hands of our youth and others who might steal them from a loved one’s medicine cabinet. Fingerprints are taken at the Police Department only on Tuesdays, Wednesdays, and Thursdays between 1:30 and 4:30 pm. Due to the high volume of requests, fingerprints are only done for Lewiston residents and/or Lewiston businesses. The Department of Public Works is responsible for the public sewer main, which is located in the streets and easements. The property owner is responsible for the house lateral, including the pipe that connects from the public sewer main to the house.
If you notice that you have a sewer backup in your drains please call Public Works at 208-746-1316. City personnel will troubleshoot. If the City’s main is flowing, the homeowner will then have to contact a plumber to correct the problem.
We perform many tests of the water to ensure that it meets all of the State and Federal standards. These tests are performed hourly, daily, weekly, monthly and yearly from the source waters, the in-plant water and throughout the distribution system. A brownish tint in your water could be caused by several things but is normally attributed to iron in the water. This normally comes from the piping within the building as from old galvanized lines.
A white or milky color in the water would normally be caused by a release of oxygen in the water after it is drawn from the faucet. To determine this, draw a glass of water and let it sit for a few minutes. Watch to see if the color slowly disappears from the bottom to the top.

The water distribution system has various pressure zones. Your water pressure will normally vary only slightly within each zone. If you are seeing a drop or increase in your water pressure, there could be a problem in your building. Most buildings are required to have a pressure-reducing valve installed. These valves maintain a set pressure and when they fail can cause either an increase or a decrease in pressure. Call Public Works at 208-746-0593 to assist in determining your problem.

The hardness of the water is normally between 25 to 35 milligrams per liter (mg/l ) or parts per million (ppm). Various levels of hardness in terms of calcium carbonate can be described as follows:
Note: Most manufacturers of dishwashers maintain that after about 120 mg/l of hardness that some means of softening or removal of hardness should be used to ensure no spotting of the dishes.
About 85% of the potable water in the Lewiston system comes from the Clearwater River. It is then treated in a conventional water treatment plant. This consists of clarifying the raw or river water by adding chemicals that coagulate the impurities and then these are settled in a basin. Finally, the water is passed through a mixed media filter. Sodium Hypochlorite is added for disinfection and to maintain a residual in the distribution system.
Fluoride is added to the water as an aid to dental decay. The pH is adjusted to be more neutral to prevent mineral depletion from the piping.
The remainder of our water comes from wells. Lewiston has six wells. Three are used primarily for irrigation of parks, the cemetery, and a golf course. Three are utilized for domestic needs.
The average daily production annually is 4.1 million gallons per day (mgd). This may peak in the summer months to about 7.5 to 8.5 mgd. The average flow in the winter months is about 1.5 mgd.
Our system contains six reservoirs and two clear wells that have a capacity of about fifteen million gallons. This is in reserve on a continual basis for domestic, commercial and fire flow use as each day the reservoirs are filled.
Yes. The City will perform testing of customers’ water for identified problems or concerns. We have a routine testing program in the distribution system to test for bacteria and chlorine residuals. Daily testing is performed for a variety of other parameters. Other chemical testing is performed quarterly and annually. (See the annual "Water Quality Report").

Yes! Our bike racks hold two bicycles on a first-come, first-serve basis. Passengers are required to load and unload.
It is always free to transfer from one route to another, or from Lewiston Transit to the PBTA bus system. When you get on the bus and you have to change buses, let the driver know that you will need a transfer slip. You will have to pay for your return trip.

We are Lewiston’s city bus and our two fixed-routes travel the same route and the same roads each trip. Our East Route and West Routes run hourly figure eights, covering most of the city including Downtown and the Orchards. We also make connections with Appaloosa Express and the PTBA for destinations east and west of Lewiston.
For those unable to access our fixed-route bus service due to a disability, we offer Paratransit or curb-to-curb bus service. Individuals must qualify in advance under federal guidelines.

Yes, it will, if you are on the correct side of the street - just wave both arms so the driver knows you want the bus to stop for you. This is called a "flag" stop. Note that the bus will stop at the first safe location.

A standard 1.5-gallon toilet takes approximately 30 seconds for the tank to refill from a standard flush which is 3 gallons per minute. If your flapper valve is open and the tank is constantly draining a loss of 60 gallons per hour would equal 1,440 gallons per day.
If you did not have the toilet repaired for 30 days there could be as much as 43,200 gallons or 57.75 cubic feet of water lost and at $2.71 per cubic foot your water bill would increase by about $156.50 So if you notice a problem, get it fixed quickly.
